Livestock is defined as large farm animals such as cattle, horses, mules, ponies, sheep, goats, swine (including potbellied pigs), hogs, llama’s alpacas, and any other animals used or to be used in the production of food, fiber or other commercial products.

Livestock restricted within the Residential Blocks of Altoona, Kansas. No persons shall keep or maintain livestock within the residential blocks of Altoona, unless the subject property is large enough to board such an animal, with a minimum of one city block per animal. Housing of such animals shall comply with Section 3.

(a)   No stable or other structure for the housing or confining of animals other than cats or dogs shall hereafter be constructed within Altoona City Limits, until the plans and location of the same shall have been submitted to and approved by the Altoona City Council. All applications to the city council for such permission and approval shall be accompanied by a fee of fifteen dollars ($15.00), which shall be paid to the City of Altoona, at the City Hall.

(b)   No barn or stable of any kind used for the shelter of any animal as mentioned in Section 1, shall be used or maintained within one hundred fifty feet of any building used, wholly or in part, by any person for sleeping quarters, or where food is prepared, served or sold.

(c)   No stable or other outbuilding shall be erected or constructed, nor shall any person proceed with the erection or construction of such building within fifty-five feet of any street or property line within the city. Any violation of this section shall constitute a misdemeanor, the Council shall have discretion to require any person to remove such building, or cause it to be moved at such person’s expense.

(d)   It shall be the duty of the owner and keeper of any stable, wherein a horse or any and all other animals are kept, to remove or cause to be removed, all manure from such premises or stable at least once in every seven days, and even more often if deemed necessary by a health officer.
